Allow Post Goods Issue of Quality Inspection Stock Prior to Usage Decision

I am looking for the configuration that would allow the warehouse to pick and PGI stock that is in quality inspection stock and still has an open inspection lot. We are implementing a process to ship product to our warehouses while it is still on incubation hold.
