Make the moved holiday as a difference holiday type?

Dear all,

I have a case that I have a location which is a sales office and this locate will have both office staff and shop staff allocated

The main difference of office and shop staff counting is that, when a public holiday hit weekend, the holiday will move to next working day as a office staff but not a shop staff.

Would like to know how can I implement this.
