Upgrade R/3 4.7 to EHP 5: HR-CEE 100_470 Vendor key required

In Source release R/3 4.7 2.00 we've HR-CEE 100_470 Add-on (this add-on not used now!)

During UPGRADE procedure at phase IS_SELECT we're select:

"KEEP the Add on with current version. Vendor key required from note"

We're next notes considered:1259650,524948,1589409,1318299,936978,864783,but can't vendor key found.

We're send message to SAP with BC-UPG-ADDON component -> it's right in this situation?

Or we can download HR-CEE 470 Addon Upgrade CD for menu: "With Upgrade Add on..." ?

But w''re can't found this HR-CEE 470 Addon Upgrade CD on marketplace....
