Complaint Not to be distributed

Hello Experts,

I have implemented the Compaint Transaction for a client by following the best practices.

When we save, the complaint status is set to 'To be Distributed' and it is not possible to change the complaint any more.

Do you know how to not distribute the complaint ?

The system is connected with ECC for the customer replication.
