SBO on virtual machine

I have SBO 2004 loaded on my machine.

I tried to create a Virtual PC image with SAP 6.5 on it. When I open the SAP 6.5, I get the error...

"Cannot read license data. Check if the license server is working and retyr"

Does anyone know why I get this? Is the 2004 license server interrupting it?
