Unlock a service request with status I1381 DLCK

Hello!

Does anyone know how to unlock a service request / incident that has the system status I1381 (DLCK) ? It is not posible to go to edit mode.

It should be possible to unlock the incident with system status I1381 (UNLC), but how can I set this if I can't edit the document ?

Is there a report I can run ?
