error creating table when activating transfer rules

We have a new 7.0 enh 1 system (sys copied) and I was loading 0prodorder_text from the source system using the dtp and got an error that there was a problem with the transfer rules.

I replicated the meta data for 0prodorder_text and usign se38 pgm rs_transtru_activate_all and I get the error rmessage

"error while creating table 'EDISEGMENT'entry '/BIC/CIPB0PRODORDER_TEXT'"

I et the same error when I try to manually activate it.

Any have this issue and solve it?
