BAPI_PRODORDCONF_CREATE_HDR - Not performing auto goods issue(261 movement)

Hello,

I have a question about BAPI_PRODORDCONF_CREATE_HDR. From what I have read you only need to pass in the header level information and if the goodsmovement data is not passed it will automatically do the standard goods movements. However, when I do this no goods issue of the components take place. Is there something I'm missing? Could it be something in config? When going into C015 and saving it auto does the goods issue.
