There does not seem to be a solution to your problem through standard customization. However, thinking about the logic behind copying infotypes on rehire, the purpose is that the data in some infotypes should never change across different personnel numbers, e.g. personal data. For example, in our configuration, we have removed the SAP standard 'copy infotype' flag in V_T582A for the bank details infotype as we assume that a rehire will have a new bank account rather than copying the data from the previous personnel number. So I guess it comes down to your user requirements.
For example during re-hire action i get the infotypes for example 0002 and change the last name. after than i see that reference personel numbers last name also changed. the same things with 0105 0022 0021 and etc.
ITs like 0002, (Time constraint ;1') will be having only one record throughout, so if this record is changed it will reflect the same changes wherever its projected.
