Blocking changes for project based PR after approval

Hi all,

If we are using the release strategy in the PR and PO is automatically generated after approval then if any one change the PO Values it will again create a new PO with same PR , In the configuration we have restricted the PR changes after the PR is converted to PO but we are facing the problem that if partial quantity is used in the PO and the required Quantity is locking the budget in WBS for Project PO's how we can remove the commitment ? We have tried the Standard Program "RKANBU01" to remove the commitment but it will only work when the line item are deleted ,and in our scenario we can not change the PR after the release. So how can we remove the open commitment and transfer the budget.

We have analysed a scenario that after the PO is generated and the GR is completed for Partial Quantity at the same time the Closed indicator will be marked in the referenced PR so that the open commitment will be removed.Will it work? or any one can suggest any config or technical changes ?
