The solution package does not have the right format or does not exist

Hi All,

I have created pak file through solution packager. Then I try to create a new DB through selecting the function in SAP "New From package" and when try attach pak file the below error is coming.

"The solution package does not have the right format or does not exist".

Does anybody know how to get around this error?

The customer is running 8.81 PL09.
