BUS2089 CREATED event trigger from SWUE

hi,

If I simulate event BUS2089-CREATED from SWUE then the event is created and it is seen in SWEL

but if i do the same thing in quality system, CREATED event is not seen

the event is not getting triggered at all

CHANGED event is working fine for the same busines object , but CREATED event is not working

what could be the reason, kindly provide any inputs
