I am running SAP Netweaver 7 in a portal environment. I am running Siteminder agents version 5.6 SP4.
The agents had been working properly for years until I migrated from IBM Java 1.4.2 to SAPJVM.
The error messages from the portal log files are:
1.) License is invalid
2.) Native method decryptString does not exist in JDecrypt
3.) No JDecrypt in java.library.path
The file /usr/sap/<SID>/JC00/j2ee/os_libs/libJDecrypt.a exists
The file /opt/ca/sapasagent/sapwebas/bin/libJDecrypt.a exists
When I revert back to using IBM Java 1.4.2 Siteminder works once again.
I have opened an incident with Computer Associates (Siteminder) to see if they have any ideas that might resolve the issue.
Siteminder is not in support of SAPJVM.

try new agent version v5.6 SP4 CR22 . The new SAP Release NW 7.30 with included SAPJVM is supported since 01/04/2012 (see CA support matrix => only for AIX 6.1)
