Mass upload ocharacteristic values & description in CT04

Dear Gurus,

I have a requirement in Client place to upload characteristic 600 values & description against a characteristic in T-code CT04. Is there any standard upload program to do this change or we develop a new upload program. Kindly suggest at the earliest since its very urgent. Thanks in advance.
