Cockpit tab missing on the General Settings form


Has anyone ever seen this? We have a customer on 8.81 PL09 and I recently configured Cockpit for them. I enabled Cockpit company wide from the Cockpit tab on the General Settings menu and then enabled it for the Manager account under Tools > Cockpit. Cockpit works fine. We have another user who is a super user, has ALL authorizations, and a Pro user license. For him, the Cockpit kick out menu under tools is gray and the Cockpit tab is missing entirely from the General Settings form. Is there some other setting somewhere that displays those menu options?
