SSM 10.0 Install on Windows 2008 R2 - ISSAGENT.EXE Error

Has anyone observed the 'SAP SM Listener' stopping when creating a model connection for the first time in a newly installed SSM 10.0 instance, running Windows 2008 R2?

The Windows Event log indicates the LSSAGENT error:1063 - the service process could not connect to the service controller - StartServiceCtrlDispatcher failed. The Windows Internet Explorer error message in the SSM administration screen is vague and reads, "Error occured trying to connector; login failed." Behind the scenes using Telnet <application server> 8325, the port cannot be accessed and the 'SAP SM Listener' service has failed. One additional symptom also observed is that the PAS Model field in the Manage Models admin screen fails to hold the originally saved model reference.

Nothing new on this configuration - standard Connection Settings; lsserver.ini file, and PIPADMIN profile. PIPADMIN is both a administrator in NW UME and also an Administrator in Windows 2008 Server where SSM Application Server is installed.

Any thoughts or solutions appreciated.
