Layout Editor while moddifying the Desktop Innerpage

Hi ,

I have changed the masthead by adding the code for timeout in it.I have deployed it successfully and created its iview.Now i want to replace the standard masthead iview with the custom masthead iview.I opened the framework page and there i could see the iviews.But i could not see the layout editor nor the move up or move down button to move the added masthead iview at the top.By default its added at the end.

I am working on EP 7.02 sp7.

Pls help!!
