Please help me identify the factors to consider while decision making on migration from Virsa 4.0 to SAP GRC Access Control 10.0 Vs. development of new SAP GRC 10 box.

I have a client moving from Virsa to GRC 10 and require to make a dicision on what is good (Migration or development of new system) I am looking for reasoning behind:

When do we consider migration & upgrade from Virsa 4.0 to SAP GRC Access Control 10

When do we decide to develop new SAP GRC Access Control 10 system
