Holiday calendar setup as per lunar calendar

Dear Gurus,

Is there a way to setup the holiday calendar as per lunar calendar where the holidays are declared as per moon sitings and hence cannot be setup at the beginning of the year.

How can the following be taken care of :

1)Regeration of the WSR when the holiday is declared one day before

2)The retro leave calculation for leaves already entered into the system for a period in which a holiday is subsequently declared?
