create new version when release is in process

Hi,

In current sap system it cannot be create the new version when release is being in process even that when revoke the release it cannot be create the new version until Finally approved the PO by final authority. is there any solution to create new version when release is being in process or after revoke the release. can initiator create the new version before final approval.
