Can't create Qualification and Qualification Group

Hi experts!!

In tcode OOQA I'm trying create a Q or QK object but it doesn't work.

When I press new button I fill the Qualification Block TAB and the form has this information:

QK-0

Language knowledge

Valid: 01.01.1900 to 31.12.9999

Description: Language Knowledge

Scale: 1 Language scale

I press the "continue" button and nothing happed, still is the form and nothing is created.

What's wrong?
