configuring notification to specific device instead of all devices

Hi,

We are developing server-initiated workflow and sending a notification from SAP and it is sending to all devices which are assigned to that workflow. But here my requirement is we need to send device/user specific notifications. How can we achieve this, could please help me regarding this....
