Application data also deleted with TDMDC?

Follwing scenario is planned:

1. Delete all data in test client and transfer Customizing and Master Data

2. Run BPL Scenario to load specific data for Sales Process

Question to 1. :

Do I need to run TDDEL first and then TDMDC (with skipping deletion activity)

or does deletion activity in TDMDC also covers transactional data?
