Rule Escalation was set to False



I am trying to Dispatch a SRVR to another responsible group in CRM 7.0.

I have made all the settings but when I click dispatch - I get a message " Rule Escalation was set to False". I am unable to dispatch the SRVR.

- I am using the SAP_SRQMROUTING profile for SRVR

- It has a standard service SRV_REQ_RULE_EXE witn invocation order 50- Do I need more services or do I need to change the invocation order

- I have also added an addition action to this service - the action is " stop further rule processing"- this is standard

Kindly let me know what to do
