I would like to know how to go about creating new COA in a newly created DB.

Hi,
When a new company is initiated, then the user has the option to select a standard CoA or have the option of User-defined CoA.
Chart of Account definition depends on the requirement/business process (like segments, branches, etc)
You can opt to have a segmented CoA and then can add more based on the Segmentation Template.
There are loads of documentation on the Initialization and other various checkboxes which are relevant for understanding before starting the company.
Also, do remember that when a JE is entered, you cannot change the option of the CoA under the Administration > System Initialization > Company Details > Basic Initialization.
