There could be reasons like
1. May be the firewall is blocking the communication, You can also try login to DI admin console and try to execute the job from there
for this firewall setting
Go to control panel --> Windows Firewall
Go to option "Allow a program through windows firewall"
Check Data service designer. If you dont see it in the list of program then add it from option "add program".
2. you can try one more thing , start your designer as "RUN as Administrator", it should work fine.
