BW 7.0 - Information Broadcasting without WebTemplates, is it possible?

Hello Experts

I would like to know if it's possible to have the information broadcasting working with BW reports based on Bex? A person told me that it's not possible to activate the service if we don't use WebTemplates, which it's my case. I dont' have it but eventhough I still want to use this feature.
