Suppressed Message Popping up after EHP4 upgrade

Hi Gurus,

We had message * KD119 - Rule exist, but settlement profile ******* states no settlement of actual cost * Suppressed.

We already had maintained the setting to suppress this message in Table - T100S and also in OBA5 to maintain it for all users.

Everything was fine till we did EHP4 upgrade and now we are seeing this message again.

So Gurus what went wrong and where should i start looking. It is kind of urgent any help will be appreciated.
