What is the point of using transaction CJ37 to raise the budget of the project if the user can always use CJ30 to change the original budget?
Is using user-status the only way of avoiding original budget to being modified? Is there any other way?

Using CJ37 provides a further visibility and control on the budget changes when compared to overwriting values in CJ30. And usage of CJ30 vs CJ37 for updates is dependant on the business process and people following the guidelines.
One another option you can consider is to restrict the access of CJ30 to key users alone.

In most companies there are certain guidelines that are followed to execute projects. Budget, being an important aspect, is also tracked. Moreover, when you are working on SAP there are certain best practices that are to be followed. As far as i know, access to transaction CJ30 is given to limited users. If at all there are any changes that need to be done to the original they are usually done using the budget update transactions. This helps you to monitor the budget in a better way.
User status as well as having proper access controls are the means to prohibit unauthorized budget modifications.
