Set delivery complete indicator in Purchase Order

I am getting an error "Purchasing document has release indicator R (changes not possible)" while updating delivery complete indicator in Purchase order using MASS change transaction. I have set changeability of Purchasing Document for release indicator as 1 in release strategy due to which it is not allowing to change the PO. So please suggest solution to bypass this error while updating the delivery complete indicator.
