I know this is an old post, but thought I would provide a solution..
This issue appears to have been caused by SP13 as part of our SP11 - SP14 patch upgrade:
1. Causing note 1805616
http://service.sap.com/sap/support/notes/1805616
2. Solving note 1950538
http://service.sap.com/sap/support/notes/1950538
temporary fix is to provide users with authorisations "10" and "06" (to reverse).

Hi,
User requires authorization of object F_BKPF_BUK with activity 01. Your basis guy will provide the authorization.

Hi,
try the authority check in SU53 and ask basis guy to grant specific authorization when needed.
