Hello,
We have an issue where a particular user id is constantly being locked due to incorrect log ons. The log in SM21 is truncating the terminal name so it is very difficult to establish where the attempts are coming from. They are not from the actual user. Are there other system logs or traces that can be turned on to get more detail other than what shows up in SM21?

Check transaction STAD, if you are lucky you can find the terminal where this user is logging on from with a bad password.

It's look like this user ID is used in RFC connection with wrong password.
Activate trace in ST01 for RFC and check results.

based on the system log, check the relevant trace dev_* trace files in WORK folder, according to the timestamp, and instance name.
