Configuration Wizard stuck at step 12 'Create RFC Destination in Java syste

In the Task 'BI-Java / Technical configuration of BI-Java (repeatable, reproducible), the wizard is stuck at step 12 'Create RFC Destination in Java system.'.

Cancel does not remedy this. I did try to manually delete the session_id from BC_CTC_STATE and restart, but the wizard gets to the same point and gets stuck again.

What log file would provide the best clues to what's wrong?
