Hi Friends,
Kindly help me how an end user can find the names who has to release the PO or Contract first, so that he can send the mail to the concerned person for release.

Try this option;
Open PO in ME23N, click on icon "Services for Object" which appears right above document overview on button. Click on drop down button, go to workflow and click on workflow overview.
Look for when last level of WF was triggered and possible agents who can release the document.

I am afraid something is missing in your system process or the users who need release the PO or Contract are not doing their job properly.
There is no point to let end user to find out who can release the documents. Someone in charge must response and release all pending documents in a timely manner.

But I would like to confirm that...
If there is no Workflow module or if there is any problem with the mail sending or receiving through workflow,
and if a end user who raised the PO, wants to know the persons who are all can release the PO... Is it possible?
He will not have the authorization for ME28 and ME29N.
But in ME23N we cannot see the release codes.

An end user has no chance to see a possible releaser in any of his MM-PUR application transactions, if workflow is not enabled.
If he had a similar PO, (e.g. same material, cost center , vlalue) in the past then he can obtain who released the old PO and can assume that this time it would be the same approver, but it is just an assumption.
There should be a matrix for the approval process somewhere outside of SAP in a documentation data base which could give him better info.

In sap for release strategy standard workflow is there, so whenever the first level (manager) will release the document using his release code automatically it will go the next level(supervisor).
In configuration after creating the release strategy,you will create release codes based on the authorization the corresponding person release the document using his release code.

First you should know what level of PO who is elligible for release as per your commitement of management.Then you better goto t-code ME28 then you can find all the open PO'S which are yet to be released by giving release group and release code and execute the report then you can send the email for approval for concerened perso for approval.Hope this may help you.

Or use SAP workflow,so that the intimation will goes automatically to the relasor.

in my opinion there's something wrong: when you implement SAP you define the rules for the release strategies, and then assign to the concerned users, the authorizations to release the Purchase Orders. So the final user should know the rules to determine who is responsible for the release of a Purchase Order.
Anyway in the system, on an operative point of view, you should determine the release code of the Purchase Order, and then look for the users who have an authorization profile with the authorization object M_EINK_FRG, with the specific release code in the authorization field FRGCO (Release code). For this aim you can use transaction SUIM. Usually you should find specific authorization roles containing transaction ME29N, splitted according to the Purchase Orders release code.
I underline, anyway, that this kind of research is not up to end-users, because usually end-users have not the authorization to SUIM or PFCG.

Basically you no need to mail the approver regarding the release procedure, system will automatically trigger the approval process by sending mails to the corresponding approver regarding his approval process.For this purpose, you need to do configuration settings. For the release stratagy you have to maintain workflow. In SMTP we have to give the email IDs . Hence the approver will receive mail in his mail box for his approval process. ABAPer have to maintain the settings in SWEU, SWETY. Ihope this will clear your issue.
