collective order settlement

Hi friends,

we are using collective order, I found when creating collective order, system will assign a settlement cost element into the lower-lever order (AUFK-KSTAR) which will be used for settlement to upper-level order instead of finding cost element from allocation structure.

Can any one explain how to configure in SAP to realize it, or whether it's done by Addon program? thanks!
