Moving a BO 5.1.6 Repository to a new server

I've got an old installation of Business Objects and we need to move the repository to a new server. Can we copy the existing Oracle database and modify the Security, Document and Universe domains using the Safe Recovery or do I have to create a blank database and migrate all the users using the Import/Export function.

you can just move the DB and then use Safe Recovery to create a new bomain.key file.
