Inbound Interface for Time Sheets

Hi Experts,

We are in the process of developing Inbound Interface for Time Sheets (CATS) - from ThridPary System - Flat File - to - SAP - Time Sheets (CATS).

Flat file contains (Recorded Times, Approved Times, Changes/Deleted times).

Please let me know, how to proceed about it, what are the things to be taken care as a Functional point of view.
