Inbound delivery multiple issuing with change output control not working

Hi Gurus,

I was trying to affect the change output for inbound delivery by assigning program/routine to the change output under output type configuration. But it's not working.

I debug program LV61BF0N and found that in Form NNAST_AENDE_CHECK, it excludes all application start with E which including below applications:

E1 Inbound Delivery
EA Purchasing RFQ
EF Purchase Order
EH Variant Matching
EL Purch. SchAgrRelease
EM ReleasePartnerMail
ES Entry Sheet
EV Purch.Outline Agr.

For PO/RFQ/Contract, I understand because there's fine-tuned function in message type.

But inbound delivery doesn't have this function.

I wonder if SAP miss this function for inbound delivery or is there other reasons, or I went for wrong direction on how to generate new output after certain fields in inbound delivery is change?
