Stange activation error

I have a couple of comm channels that I deleted from the ID.

however, it is telling me that the channels are still being used by receiver agreements that don't even exist!!!!!

So, I can't activate the change and they just sit in my standard list. They have been there for a month or so, and the system still thinks the reciever agreements exist. What could be causing this and how do I fix it?
