J2EE: Assign Application Roles to User Groups

we have installed WEB AS ABAP + J2EE Addon and are now installing XI from Netweaver 04 SR1. Installation went well until post installation steps of XI on page 33 installation guide. The Error message comes from J2EE Visual Administrator: Role assignment failed. If we try the next step in the inst.guide which is to login with the created user XISUPER, we are getting the error message "You are not authorized to view the requested resource."

The XISUPER user was created in WEBAS Abap and all requires roles were assigned there. We can login with SAPGUI without problem.
