Add PDF link to PZ01 Who's who ESS transaction

We are currently running EP 6.0 with ESS using ITS 6.20. We are looking into adding additional functionality similar to the archive link picture lookup. We want to be able to launch a single page PDF that is associated with the user. Does anyone have any suggestions on how store and present the document on the page? Would anyone use an archive link accessed through the Content Management Server link the photos?
