I'd like to seek help from you. Can a comm channel call another Comm channel in XI? How?

Not really, but you can Integrate two PI systems using XI Adapter.

Answer is NO. In Business perspective this is not possible. you cannot communicate call from one channel to another channel.

What do mean by call?is it start or stop a communication channel then its possible.

You can start another communication channel by using HTTP or SOAP adapter
