In order to use it you should define

1. Technical system on you Technical Landscape

2. Buisness system (for the predefined Tecnical) one in Buisness Landscape.

After thouse steps you would be able to configure JCO destinations on Web Dynpro Content Administrator.

P.S. Before doing it you should ensure that:

1. SLD is started

2. Data supplier bridge is working

3. SLD Data supplier is configured and working in Visual Admin

Additionally, You can learn how to use RZ70 by referring to note 584654. It's very straightforward, but you'll need to know SAP Gateway used by the SLD Bridge, which you can get from the sld (Administration > Data Supplier Bridge)
