Hi,
For creating process chains you will be using the transaction RSPC. There you can find a number of process dealing with different loading and administration procedure of BW server. You can choose from the available process you require and link them according to the sequence of execution. Hope it gives you a basic know how of using process chains.
If you need any detailed procedure document please follow to the link http://help.sap.com/saphelp_bw31/helpdata/en/67/13843b74f7be0fe10000000a114084/frameset.htm
Regarding scheduling of Infopackage Group, I would say its a way to organize your infopackages into a group. Moreover you can schedule the group instead of going and scheduling each infopackage. Its a matter of how you are going to organize your loads in BW.
Hope this helps you. If you have any specific question regarding process chains or infopackage group, do post your question.
Thanks
Prashant
