SAP MDM is designed as an operative system for ongoing master data consolidation and harmonization in heterogeneous system landscapes. I think, theoretically it could be applied for the use case you have specified, but, taking into consideration the cost-benefit ratio, it is not the appropriate solution for the specific problem you have described here.
I'd recommend you post your query in the appropriate forum (CRM) in the SAP Community.
