We have been using SAP Console based on Telnet to provide RF functionality and I know that SAP is now delivering WebSAPConsole which is an enhanced SAPConsole
to support web-equipped devices.
With Mobile Infrasturture, SAP is delivering WebConsole with 6.40 WAS standard and If I understand correctly, role of this webconsole is to help deploy ME clients on the handhelds...etc.
Please comment and correct me if I am wrong ?

Web SAP Console and Web console both are same.
Earlier (before 2004), we had SAP Console in SAP front end services. SAP Console works in Char mode and it needs Telnet server at server side and Telnet client in Pocket PC/ Handheld device. The communication is based on the key stokes which will be updated in user session of pocket pc at server.
Now SAP has come up with new GUI version of SAP Console which can be used thru Pocket Pc bowser (along with Telnet server/client) with the support of J2EE engine and works in Internet concept.
This way the communication happens and normal SAP Console become Web (SAP) console.

SAP WebConsole is base on WAS architecture.

The web-console that is delivered out of the box for the first time with WAS 6.40 is in fact the MI webconsole (Mobile Infrastructure webconsole) and has nothing to do with the telnet console or its web-enhancements.
To sum it up: your current understanding is correct.
