I am currently creating web services and would like to know if we should extend these to be UBL (Universal Business Language) compliant.
NetWeaver 04 is not UBL compliant. And there is no adaptor available so far. But we're using the UN/CEFACT CCTS methodology for modeling or SAP GDTs (Global Data Type). CCTS is a methodology on semantic level, and it is used by UBL, too. Therefore, it is much easier to define mappings between SAP GDTs and UBL.

NetWeaver 04 can handle any XML document, so handling UBL defined documents should be OK.
Whether or not you should use UBL in your web services all depends on what functions those web services provide and who will be using them. Can you provide some more information?
