Support Pack Upgradation

Hi Guru's

Our client is planning to upgrade the support pack , presently we are at SP level 19 and client is planning for latest level.

need a suggestion , can we go for support pack for BI system first, and then later can we do it for ECC system.

Pls suggest us.
