1. Connect the DEV QA and Prod systems to the central SLD once for all. Tcdoes are rz70, sldapicust, sm59- RFCs, visual admin- SLD Data Supplier.
Configuration for the same can be got from a simple search in SDN.

2. Create a SLD bridge from the Dev, QA and Prod systems. This can be done by going to the SLD page of the target system, Administration-> Data Suppliers and provide the link of the central SLD. This way you will maintain the local SLD of the respective systems and forward the data to the cental SLD.
In our scenario i have created the three local slds for SAP PI DEV,PI QAS and PI PRD respectively.all the dev systems are mapped to SLD of PI DEV.all the QAS systems are mapped to sld of PI QAS and all the PRD systems are mapped to sld of PI PRD.third party system is currently mapped to PI DEV system.now i have to connect slds of DEV,QAS and PRD to one another to synchronize data.so what will be the best strategy for that.i dont have any central sld.all are local slds.can we do that with CTS+.or some other method is there.i have read allt he guides but i am not getting any clear solution.i have not maintained cental SLD due to performance issues .so kindly suggest.
Since you have 3 local SLDs for Dev, Qa and Prd, your Dev sld should have only the Dev business systems defined in it. Qa should have the systems for Dev and QA maintained in it and Prd sld should have the systems for Qa and Prd mentioned in it. This should be your transport path.
Now for synchronizing the 3 slds you can either go for bi directional or uni directional. Rfer the link provided earlier for more information on how to do this.

i have some questions regarding this do we need to create technical systems of all the DEV systems on SLD of PI QAS too or we have to create only the business system of all the DEV systems on SLD of QAS.if we have to create only the business system of all the DEv system on QAS sld then it will be mapped to whcih technical system,also the integeration server for DEV,QAS and PRD are different so how to mapp that.kindly suggests as i am too much confused about this and i am not getting clear picture anywhere regarding this in case of seperate local slds for DEV,QAS and PRD.we are using sap netweaver pi 7.0 ehp1.
The QA sld should have the technical systems for Dev and QA. Reason being, the Business system for QA would point to its corresponding Technical system for QA and not the one for Dev, so you would need this information in your QA sld also.

The business system for Dev will point to Dev Technical system and the Integration Server for Dev. Similar for QA and Prod. What you would need to maintain is the transport path in the Business System. In Business System link, under Transport tab, you need to maintain the transport path.
So here, the business systems for Dev are mapped to QA and Business systems for QA are mapped to Prod.
For Local SLDs, all SAP-Systems should register themselfes (RZ70) with a central SLD which forwards its information to the local SLD instances. Additional data that is not created with the registration (for example 3rd-Party Systems, Business Systems, etc) are created and maintained in the local SLD of the DEV-landscape and transported from there to the following local SLD's.
