com.sap.xi.repository service not running - should I start it?

I am doing post processing for XI 3.0 and in checking the sap.com services I found only one process not running.

com.sap.xi.repository.

The install guide states that post processing all services com.sap.xi* should be running.

Should I start this or is there a reason why this should not be started. I am assuming based on install notes it should be running?
